Present:  Commissioner Binder, Commissioner Hill, Commissioner Noah, Chief Billmire, Assistant Chief de Jong, Captain Swain, Captain Van Middendorp, Jay Mentzer, Anna Martin, Tyler Paul, Jonas Bean, Brooke Caldwell and Pat Dumont.
Commissioner Binder called the meeting to order at 07:02.

Motion:  Commissioner Hill moved to approve the minutes from the October 14, 2015 meeting.

Chief Billmire read the financial report.
 
Motion:  Commissioner Hill moved to accept the financial report and approve payment of all bills.

OLD BUSINESS:
Chief Billmire, Jonas Bean and Jay Mentzer discussed new Health Insurance Plan options with the Commissioners.
 
REPORTS:
MONTHLY REPORT:  Chief Billmire reviewed the Monthly Report.
 
EMS:  Anna Martin reported on EMS
 
PREVENTION/INSPECTION:  Assistant Chief de Jong reported on prevention and inspection.
 
TRAINING:  Captain Swain reported on training.
 
VOLUNTEERS:  Brooke Caldwell reported on volunteers.
 
APPARATUS/EQUIPMENT:  Captain Swain reported on apparatus.
 
ADMINISTRATION:  Pat Dumont reported on administration.
 
LOCAL 4564:  Jonas Bean reported on local 4564.
 
NEW BUSINESS:
Chief Billmire discussed the 2016-17 Recreation Grant Application with the Commissioners.
 
At 08:49 Commissioner Noah asked to go into executive session pursuant to Idaho Statute 67-2345 (b).
 
At 09:32 Commissioner Binder called the public meeting back to order.
 
Motion:  Commissioner Binder made a motion to adjourn.
